HTTP Status 404 - /newgenlibctxt/

Dear Sir,

I got this error message like what I have attached bellow on my local pc.
I have been play around to customize this system and I didn't know what step I do wrong.

Do you know what wrong with it?

Kindly check on your local if newgenlibctxt.xml is present in
C:/NGL3/apache-tomcat-6.0.32/conf/Catalina/localhost directory
If it is not there. Stop the apache tomcat server and place the attached file in the above directory
and start the server again
