Newest version of NGL( Unable to launch Librarrians interface)

Dear Sir,

I am using NGL 3.1 on windows 10 (x64) .
, I am unable to open url http://localhost:8080/newgenlibctxt/LaunchApplication (Launching NGL Librarian's Interface)   .
getting error :

for the same as per solution suggested on forum, i have downloaded NGLClient , which i am supposed to install on each client , which is working fine .



Is there any latest version of NGL that i need to install ? or any other way of directly accessing NGL client through URL by avoiding Installation of NGL client at each client node.

u have to download NGL client application to open Librarian interface

or 

go to C:\NGL3\apache-tomcat-6.0.32\webapps\NGLApps there u will find NGL Client
