OPAC and NGL library interface doesn't work

Dear all,
I have done with installation of NGL3.0  and I NGL Server is started but the OPAC (http://localhost:8080/newgenlibctxt) and NGL library interface (http://localhost:8080/newgenlibctxt/LaunchApplication) doesn't work.
I got the error message : Not Found. HTTP Error 404. The requested resource is not found.

I don't know how to fix this problem.
Please help me to solve this problem.

Hi,
The installation process did not complete. A termination must have occurred

1. Please check config.ini. Especially cross check the database connectivity properties.

2. If you are not sure about database user name and password in step 1
    a. Then go to pgadminIII
    b. Go to Login roles and create a new user newgenlib with password also as newgenlib and also give all rights to the newgenlib user
    c. Come back to config.ini and change database user to newgenlib and password too to newgenlib

3. Run installation process once again
