Hi,
Assuming that all the computers in your institution are on a single LAN.
The computers in other locations might be getting Internet via a proxy Server
1. To test: At a computer in the staff room. Go to Windows Control Panel -> Internet Options -> Connections tab -> Proxy Settings -> There will be a section to bypass local addresses and a list of ip addresses. In that enter your Library Server IP Address.
Save the changes and Open Internet Explorer to check OPAC. If this is working

2. Contact your System Administrator (maintaining Proxy Server). Your library server must be bypassed at the proxy server side.

Also, please let us know if you are not using a Proxy Server

Ok. Can you do the ping check? For reference we have put the procedure below

Step 1: Make a note of the Library Server IP Address. For example: Say it is 192.168.0.7

Step 2: On the target System. Open Command Prompt
and type
ping <ip address of the library server>
Example: ping 192.168.0.7
