Override fine

[Verus Open Source Support]

1. Please go to Administration->Configure System->Patron->Search
2. Search for the patron you intend to ban (delinquency)
3. Select that patron and on the top in the tool bar you will find a icon for delinquency. Click on it and post a reason for marking the patron delinquent
