error in adding webite name on Opac

While adding my institute website name information, this error has pop-up on window. If anyone know howto resolve it. Plz tell me..It's urgent

 Error said that, "a sharing violation occurred while accessing C:\NGL3\APACHE-TOMCAT-6.0.32\WEBAPPS\RESOURCES\PORTAL\WEB_PAGES\LIB\CONTACT.HTML.

PLZ, its urgent if anyone know how to add website name.
