I want to use Urdu and Gujarati script  by using Google Tools for Windows

Yes, You can do that
You can enter both Urdu and Gujarathi Data using Google IME Toolkit

Please follow the below steps. Urdu is supported by default. However for Gujarathi you need to follow the below steps
1. Download and install a Unicode based Gujarathi Font. I think it is Shruti. If Shruti is already installed you do not have to download a new font. I am presuming that you have Shruti

2. Download the attached fontconfig.properties file

3. Please place the fontconfig.properties in the following locations
C:/Program Files/Java/jdk1.6.0_XX/jre/lib directory
and
C:/Program Files/Java/jre1.6.0_XX/lib directory

Please note that if there are multiple directories of jdk1.6.0_XX or jre1.6.0_XX then place the fontconfig.properties in all the jdks and jres as mentioned in above structure of folders

4. Close NGL Client and open it again
