Connection timeout?

Good day! May I ask the value of the session timeout? At first I thought it's a security feature so that logged in users who forgot to log out can automatically be logged out after a certain period of inactivity, but it's also there even if a user is not logged in.
Anyway, can I change its length? Is it advisable?
