Tomcat is running, NGL is not it seems

Tomcat is running, port 8080 is clear. I cannot access http://localhost:8080/newgenlibctxt/ in Firefox as per 'Check if the installation is working ' @step 2
parsing the command prompt screen when I invoke 'RunNGL3Server.bat' I see that:

SEVERE: Error starting static Resources
java.lang.IllegalArgumentException: Invalid or unreadable WAR file : C:\NewGenLi
bFiles\web.war

It appears that web.war was not installed initially. I moved C:\InstallNGL3.0\upgrade303\web.war to C:\NewGenLibFiles\web.war and restarted server similar to instructions at http://www.verussolutions.biz/kb/installNightlyBuilds. NGL now loads, but like this:

Any instrucion or insight would be appreciated.
