Check 1:
Did you also change the pg_hba.conf? If no, go towards the bottom of
the file
You may find something like this
# IPv4 local connections:
host all all 127.0.0.1/32 md5
It must be
# IPv4 local connections:
host all all 0.0.0.0/0 trust
(It is recommended that you give exact IP address)
Save it and restart Postgresql service. Also Apache Tomcat
Check 2:
Do you have a firewall? If yes, add exception to allow port 5432
