Install NGL3.0.3-2 on Windows 2003 Server,

I have installed NGL303-2 on W2k3 from online installation instruction. When everything was completed, I started NGL Server, but it appeared newgenctxt was not started.
Tomcat was working fine but NGL did not load.
There is message from batch file:

SERVERE: Context [/newgenlibctxt] startup failed due to previous errors


Anyone can help on this,
