Check the URL http://localhost:8080 . If you are able to open the Tomcat home page then it means that the Apache server is running fine. But the upgrade did not take place correctly. I hope you have downloaded and are using Version 3.0.3 U3. If no, we recommend to use this.
If yes, a quick fix would be is to copy web.war file from Installation3.0/upgrade303/ directory to C:/NewGenLibFiles directory.

But it is recommended to run the upgrade again.
