Problem in installation at step 11 in Windows 7

Hi.
I was installing NewGenLib and got this error at Step 11 in this link (http://www.verussolutions.biz/kb/installationNew) while installing PostGreSql.
After Clicking on OK in step 11, i get this message :
The "Secondary Logon" service is not running. This service is required for the installer to initialize the database. Please start this service and try again.
