I installed 3.0.3 from Install NGL. And though I can see RunNGL3Server.bat in C:\InstallNGL3.0.

and apache-tomcat-6.0.32.tar.gz is also there in C:\InstallNGL3.0 , what I assume is that my installation has been gone under C:\InstallNGL3.0 only.
