Please follow the below steps(all on the server)

1. Open Command Prompt.
2. Go to the folder C:/Program Files/Postgresql/8.x/bin
3. Type the command
psql -d newgenlib -U postgres
System may prompt for password. newgenlib is the password
4. Now you will see that psql tool will be connected to newgenlib database.
5. Suppose you want to execute a script file named abc.sql that is in D: drive. Then the command will be
\i D:/abc.sql
