Hi,
This happens when the installation is not complete. When the installation is not complete the JQuery files are not copied to destined folders.
However for your convenience I am giving you a quick fix method
1. In your C:/InstallNGL3.0/upgrade303 directory you will find a file jquery-ui-1.8.16.custom.min.js and a folder named css
2. Copy the above mentioned file and folder into C:/NGL3/apache-tomcat-6.0.32/webapps/resources/carbon/jquiry
