Define circulation for different materials

Hi Sir,
we have three different book materials in our library
1.Lending books
2.Overnight Books
3.Permanent books

we are not allowed permanent book for borrowing
overnight book borrowing for 1 day and Lending book borrowing for 14 days
1st year student can borrowing 1 lending and one Overnight
2nd year student can borrowing 2 lending and one Overnight
3rd year student can borrowing 3 lending and one Overnight  
Overnight book is every year student can borrowing one but Lending material is different
Sir can I configure this setup in NGL
