Yes, you can configure.
Step 1: Go to Administration->Configure System->Physical/Presentation forms. Lets leave the lending books as they are general ones. Now create new Phy/Pres form called Overnight Books. Also, create another Phy/Pres form called Permanent books

Step 2: Modify each Accession number's Physical/Pres form to Overnight and Permanent ones. Leave lending books' physical/pres form as Book itself. Do not change it
If there is huge list please send us an excel sheet of Overnight books and a separate excel sheet of Permanent Books. We will give you a batch query to simplify the job for you

Step 3: Now define Circulation Privilege Matrix
1. For 1st year Student and Books
2. For 1st year Student and Overnight
3. For 1st year Student and Permanent
4. For 2nd year Student and Books
5. For 2nd year Student and Overnight
6. For 2nd year Student and Permanent
7. For 3rd year Student and Books
8. For 3rd year Student and Overnight
9. For 3rd year Student and Permanent
