Check out means those transactions in
which items are checked out and not yet returned to the library
(Items still held by the patron)
where as
Check out and return means those transactions in which items are
checked out and also are returned back to the library. Hence the
count of this is more

Also, may I suggest that the report can be made by fiscal year,
which start & end dates were configured in the 'Fiscal Year'
under configure system? Also, some libraries may wish to have a
different report every end of the month, if they have a program
that gives prizes to most active users per month, so the
capability to select the start and end dates for the report would
be greatly helpful. Thank you.
