1. Your can take postgresql backup as compressed with blobs. It is a right way. You can also take a backup in plain format with insert statements also.

2. But if you are migrating, take a backup in plain with insert commands. Please note that here we are assuming that you are un-installing old postgresql version and reinstalling a new version

3. "Place you database backup file in InstallNGL3.0/DBBackup directory. This database backup must be in "Plain format with insert commands".  Is that enough? Or anything else I need to do. "
That is it.

4. After you upgrade to NGL 3.0.3 U5 you will automatically get a file named mail.properties in C:/NewGenLibFiles/SystemFiles directory
You can open this file and edit it

5. We rechecked the link, it works fine. If it does not work, there is an option to choose a different mirror. Use a different mirror for download

I could not find the link to download NGL3. Download NGL3 from this link is downloading only InstallNGL303.zip not the NGL3. Please look into that.
