Please check the below steps

Step 1: Define different Material categories (Physical/Presentation forms)
Say your material types are M1, M2, M3

Step 2: Define different patron categories
Say - P1, P2, P3

Step 3: If you want to issue material types M1, M2, M3 to patrons under the category P3
Then you need to define
Privilege between: P3 and M1
Privilege between: P3 and M2
Privilege between: P3 and M3

If you want to issue material types only M1, M3 to patrons under the category P2
Then you need to define
Privilege between: P2 and M1
Privilege between: P2 and M3
