Newwork Fluctuation

Team!
We found networking problem in our campus network. It has been observed that when our library server (NGL) is in active mode all the terminals in the network is accessing slow.  It has been also observed that when we ping any other server like Google, Yahoo, etc. we found fluctuation in the speed. We we detach the NGL servr everything is ok. In this regard I am attaching herewith the screenshot for your reference.
Plz. guide us.
