Sir,
There might be a firewall in your organization. This firewall might be blocking the inbound calls to your system
Secondly also check if routing of requests is also properly done at the router level.
Both of the above checks fall under the purview of your Network Administrator

Dear sir my web Opac is only access in our university campus out side of campus dose not access my public ip is
117.211.25.138
and my Local I.P. is 172.16.240.154
If i type in address bar  http://172.16.240.154:8080/newgenlibctxt/ so open opac
but if Type 117.211.25.138:8080/newgenlibctxt dosnot opan Opac what can i do
