1. Please open Windows Command Prompt
2. Using "cd" command go the InstallNGL Directory
3. Then type "Install" once you are in the directory

Kindly refer to Windows Commands to execute this.
Also kindly note that Build failed usually happens when database connectivity parameters are wrong. Kindly re-check them in config.ini
