Unable to LaunchApplication & Desktop

this is my Server System
   I installed NEWGENLIB 3.11 and OPAC runs perfectly but when I Launch Application It gives error window
ie: Unable Launch Application

Dear Sir, Please Solve my problem and give the answer without fail
