upgraded to NGL 3.1.1 but observed no changes

I have upgraded to NGL 3.1.1 but no changes are visible... No changes in circulation module and in opac too. However, at version it says it is 3.1.1....

Looks like the upgrade did not complete. Please answer below questions
1. Which upgrade package is used? (Copy+Paste the download link)
2. Operating system of the server
3. Which version was  earlier used?
4. Kindly re-check you config.ini and redo the upgrade again

2. Windows 7 is operating system

Do you have Discover.properties file present in C:/NewGenLibFiles/SystemFiles directory
