How to install newginlib

[Librarian]

dear newginlib team;
 I have a trouble installing newgenlib on window 2003 server i tried a lot but unfortunately am no luck,
accurately i follow the installation guide which is this link http://www.verussolutions.biz/kb/installationNew , i did till the last step 6  i run the short cut  nit flash once then it stop with no database.
please help me

Greetings from NGL Open Source

Go to Control Panel -> Administrative tools-> Services.
You will find "Secondary Logon Services", Select it right click and click on Properties. Make it Automatic. And click on "Ok"
Now again select "Secondary Logon Services" and right click and click on "Start".

Now perform your Postgresql installation
