Download NGLDesktop.zip from
http://sourceforge.net/projects/newgenlib/files/NewGenLib/version3.1.2/ClientApps/NGLDesktop.zip/download

Extract the NGLDesktop.zip file. You will get 2 directories. Place NGLDesktopFiles into C: drive directly
NGLDesktop can be at any convenient location

Now go into NGLDesktop directory and double click and run RunNGLDesktop.bat
