Unable to launch NGL application

I have installed both Java and Postgres as per instruction and suitable changes in config.in file. After when I try to install batch file by double click or from command prompt it is only NGL3 created bookcover and all others are not created like apache and others.Kindly help me how to install the NGL

i think there may be some restriction in your internet usage(if u are using proxies for internet it will block downloading newgenlib)
